Current context: 

The National Council for Transgender People (NCTP) recently had its key meeting, which was chaired by the Secretary of the Ministry of Social Justice and Empowerment.

About current context: 

  • The meeting centered on addressing issues like education, living with dignity, health support, livelihood opportunities, and skill enhancement for transgender individuals.
  • The meeting discussed crucial topics such as the need for unisex toilets, the establishment of shelter homes, the distribution of Ayushman cards, and the provision of Garimagriha.
  • During the meeting the Ministry expressed its commitment to address these issues by adopting a proactive approach to enhance the welfare and recognition of transgender persons.

About NCTP:

  • The Transgender Persons (Protection of Rights) Act 2019 establishes as a statutory body to protect the rights of transgender individuals in India, monitoring and evaluating its implementation.

Aims:

  • Transgender Welfare Initiatives
  • Focus on livelihood issues and raising trans community awareness.
  • Aim for social justice and acceptance of transpersons.
  • Establish transgender welfare boards in all states.
  • Ensure essential needs of transgender community met.

Composition:

  • Chairperson: Union Minister of Social Justice & Empowerment.
  • Vice-Chairperson: Union Minister of State for Social Justice & Empowerment.
  • Five representatives of the transgender community.
  • Other members: Ministry/Department representatives, transgender community representatives, NHRC and NCW representatives, State Governments, UTs representatives, and NGOs experts.

Functions:

  • It advises the Central Government on the formulation of policies, programmes, legislation and projects with respect to transgender persons.
  • It Monitors and evaluates the impact of policies and programmes designed for achieving equality and full participation of transgender persons.
  • It reviews and coordinates the activities of all the departments of Government and other Governmental and non-Governmental Organisations which are dealing with matters relating to transgender persons.
  • It redresses the grievances of transgender persons.
  • Performs such other functions as may be prescribed by the Central Government.
