Context:
Uttar Pradesh has emerged as the leading state in the country, surpassing all other, with total purchases amounting to ₹65,227 crore through the Government eMarketplace (GeM) portal between 2020–21 and 2024–25.

- Uttar Pradesh has consistently made significant purchases through the Government e-Marketplace (GeM), earning commendation from the central government.
- Over the five-year period, the cumulative order value reached ₹65,227.68 crore:
- In FY 2020–21, Uttar Pradesh’s total order value on GeM was ₹4,622.16 crore.
- In FY 2021–22, the order value increased to ₹11,286.29 crore.
- In FY 2022–23, the state recorded orders worth ₹12,242.48 crore.
- In FY 2023–24, the order value rose further to ₹20,248 crore.
- In FY 2024–25, purchases totaled ₹16,828.75 crorthat Union Commerce Minister praised the state’s active participation in GeM in a letter to chief minister, calling it a model for other states.
- It was noted that over 72 lakh purchase orders worth ₹5.43 lakh crore were fulfilled in FY 2024–25, setting a new milestone in public procurement.
- As per the UP government, since its launch, GeM has facilitated over 2.9 crore orders, resulting in purchases worth more than ₹14 lakh crore.
- The platform has expanded significantly, now offering a diverse range of over 11,000 product categories (aprx.) and more than 330 service categories.
- The UP government has issued a comprehensive order to align the state’s procurement regulations with the General Financial Rules (GFR) 2017 and the General Terms and Conditions (GTC) of GeM.
- This order consolidated multiple procurement notifications into a single unified framework, streamlining the procurement process and enabling full adoption of GeM.
- It has reduced administrative burdens while boosting transparency, efficiency, and inclusivity.
