Context: According to the central government’s Deregulation 1.0 report, Uttar Pradesh has become India’s leading state in implementing reforms for making business operations simpler, transparent and investment-friendly.
Key highlights of Deregulation 1.0 report:

- Assessment Criteria: The report evaluated the implementation of 23 priority reforms across five key sectors: land, building and construction, labour, utilities, and permissions.
- Top Performer: UP was ranked first alongside Odisha and Tripura as top performers.
UP Government’s Initiatives for Deregulation:
- Land-related reforms: UP introduced flexible zoning for mixed-use development, simplified land-use changes through digitisation, integrated a GIS-based land bank with the India Industrial Land Bank for real-time investor access.
- Building and construction sector: Third-party empanelment for building approvals, joint and fire safety inspections, and online issuance of occupancy and completion certificates.
- Labour reforms: State permittednight-time employment of women across factories, shops etc, working hours were rationalised, and compliance under the Shops and Establishments Act now applies to businesses with 20 or more workers, easing regulatory burdens.
- Technological Integration: The state simplified factory and trade licence approvals through online systems and fast-tracked electricity and water connections using integrated digital platforms.
