The Uttar Pradesh State Capital Region (UPSCR), envisioned as a key catalyst for regional development and real estate , is set for an official launch.

  • The UP government has chosen a Chennai-based firm as the top bidder to draft its master plan.

  • A team of 18 experts from the consultancy will be responsible for preparing a Detailed Project Report (DPR) for the State Capital Region (SCR), a regional planning initiative inspired by the National Capital Region (NCR).
  • The project will encompass six districts—Lucknow, Barabanki, Hardoi, Sitapur, Rae Bareli, and Unnao—spanning a total area of 27,826 sq. kms.
  • The SCR is being developed as a region promoting balanced urban and rural growth around Lucknow.
  • As per the 2011 Census, Lucknow district has a population of 45.89 lakh spread across 2,528 sq. kms.
  • Its immediate neighbour, Barabanki, covers 4,402 sq. kms and has a population of 32.60 lakh.
  • To facilitate smooth intra-regional connectivity, the government plans to implement a Rapid Rail Transit System (RRTS) connecting the six districts.
  • The project will be modelled after the operational Delhi-Ghaziabad-Meerut RRTS corridor, which has significantly cut down commute times and alleviated road congestion.
  • The proposed plan features the construction of two 100-kilometre-long ring roads and five elevated corridors, designed to ease traffic congestion and enhance regional connectivity.
  • The integrated development approach of the SCR is expected to unlock significant investment opportunities across its constituent districts.
