Context:
The Uttar Pradesh Housing and Urban Planning Department has prepared new building regulations, titled the Uttar Pradesh Building Construction and Development Bylaws 2025, which are intended to replace the existing 2008 bylaws.
More On News:
- The 2025 draft consolidates all amendments and notifications made to the 2008 bylaws, aiming to overhaul urban development regulations.
- The first bylaws were introduced in 2000, and the current version, formulated in 2008, has been updated periodically since then.
- A key change in the draft is the increased allowance for commercial activity within residential zones.
- It introduces the concept of “Bazaar Streets,” which require a minimum right-of-way of 12 metres, or the width specified in the master plan.
- Commercial use will be permitted across the full plot depth, with the ground and first floors designated for commercial purposes.
- The draft states that there will be no height restrictions for buildings on bazaar streets.
- It specifies that the height must adhere to regulations for protected monuments, heritage sites, airport funnel zones, and other statutory limits.
- Residential use will be allowed on the upper floors, and optionally on the ground and first floors upon request.
- Under the new rules, any youth can easily establish an industry on their own or ancestral agricultural land without needing to obtain land use permission from government departments.
- The government has invited objections and suggestions on the proposed changes, after which the revised bylaws will be presented for cabinet approval.
- The new bylaws reduce the minimum land requirement for farmhouses from 5,000 to 3,000 square meters.
- Along with this, the restriction on the width of the road has also been reduced from 12 meters to 9 meters.
- The key benefit will be that entrepreneurs will have the opportunity to establish it on agricultural land as well.
- To encourage the establishment of industries in every village and city across the state, the new bylaws include several concessions.
- The goal is to promote local self-reliance and create employment opportunities for youth within their communities.
- These relaxations are expected to pave the way for setting up new industries in rural areas.
