Context:
The Union Cabinet recently approved Pradhan Mantri Matsya Kisan Samridhi Sah-Yojana (PM-MKSSY) which is a sub-scheme of Pradhan Mantri Matsya Sampada Yojana (PM-MSY)
About Pradhan Mantri Matsya Kisan Samridhi Sah-Yojana (PM-MKSSY):
- Launched by: Department of Fisheries; Ministry of Fisheries, Animal Husbandry, and Dairying.
Funding:
- Total Investment: ₹20,050 crore.
- Duration: FY 2020-21 to FY 2024-25.
- Sub-scheme under PM-MSY: Investment of ₹6,000 crore for fish vendors, fishermen, and micro-enterprises.
Objectives:
- Gradual formalization of the unorganized fishers via self-registration of fisheries, fish farmers, and support under the National Fisheries Sector Digital Platform.
- Creation of work-based digital identities of fish workers for improved service delivery.
- Facilitates access to institutional financing fisheries sector via micro and small enterprises.
- Providing incentives to beneficiaries for aquaculture insurance.
Targets:
Fish Production and Productivity:
- Increase fish production to 22 million metric tons by 2024-25.
- Enhance aquaculture productivity to 5 tons per hectare.
- Augment domestic fish consumption to 12 kg per capita.
Economic Value Addition:
- Increase the fisheries sector’s contribution to Agriculture GVA to about 9%.
- Double export earnings to ₹1,00,000 crores by 2024-25.
- Facilitate private investment and entrepreneurship.
- Reduce post-harvest losses to about 10%.
Enhancing Income and Employment Generation:
- Generate 55 lakh direct and indirect employment opportunities.
- Double the incomes of fishers and fish farmers.
