Context: 

The Pradhan Mantri Janjatiya Unnat Gram Abhiyan (PM JUGA), has reached over 5 crore tribal citizens across 63,000 villages since its launch by Prime Minister on October 2, 2024.

About PM JUGA

  • It is the largest tribal development program in India’s history for the socio-economic development of Scheduled Tribes in India.
  • Also known as the Dharti Aaba Janjatiya Gram Utkarsh Abhiyan, PM JUGA aims to benefit more than 5 crore tribal people about half of India’s tribal population—through comprehensive development initiatives.
  • Mentioned by the PM –“It is rooted in Gandhian ideology i.e. Bharat’s development could only be achieved when the tribal community progressed rapidly.”
  • Coverage: The scheme covers tribal-majority villages, with a population of 500 or more, and at least 50% tribal residents as well as villages in Aspirational Districts with a tribal population of 50 or more.
  • Budget: The centrally sponsored scheme as a budget of Rs. 79,156 crores, with the union government contributing Rs. 56,333 crores and state governments Rs. 22,823 crores.
  • It aims to develop over 63,000 tribal-majority villages in remote and hard-to-reach areas in 549 districts, which covers about 71% of India’s districts.
  • Implementing Ministry: 17 ministries are collaborating to implement flagship schemes to link critical gaps in social infrastructure, healthcare, education and livelihoods in tribal-majority villages and Aspirational Districts.

Key Interventions & Progress Achieved

  • Over 20 lakh pucca houses are being constructed through the PM Awas Yojana (Gramin)
  • 25,000 km of roads are being built under the PM Gram Sadak Yojana to improve connectivity in remote tribal areas.
  • Ministry of Petroleum and Natural Gas is providing 25 lakh LPG connections under the PM Ujjwala Yojana.
  • The Ministry of Tribal Affairs is enhancing infrastructure by setting up tribal marketing centres, sickle cell treatment units, and offering incentives to high-performing tribal districts.
  • Skilling initiatives led by the Ministry of Skill Development are supporting the capacity building of 1,000 Van Dhan Vikas Kendras (VDVKs) and other tribal collectives.
  • The Ministry of Tourism is funding 1,000 tribal homestays under the Swadesh Darshan scheme to foster sustainable tourism in tribal regions.
  • Ministry of Jal Shakti has extended water supply services to every household in eligible villages and to 5,000 remote hamlets with fewer than 20 tribal households.

Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PM JANMAN)

  • The PM JUGA scheme builds upon the PM JANMAN, which was launched in November 2023 to benefit 28 lakh individuals from Particularly Vulnerable Tribal Groups (PVTGs) in 22,000 villages.
  • PM JUGA, in contrast, extends its scope to all Scheduled Tribes living in tribal-majority villages and Aspirational Districts, integrating a broader socio-economic development mandate.
