Context:
The Union Cabinet, chaired by the Prime Minister, has approved the National Scheme for Industrial Training Institute (ITI) Upgradation and the establishment of five National Centres of Excellence (NCOEs) for Skilling, including one in Kanpur.

- The National Scheme will be implemented as a Centrally Sponsored Scheme as per announcement, made under Budget 2024-25 and Budget 2025-26.
- It will have a total outlay of Rs. 60,000 crore (Central Share: Rs. 30,000 crore, State Share: Rs. 20,000 crore, Industry Share: Rs. 10,000 crore).
- It will be co-financed equally by the Asian Development Bank and the World Bank, covering 50% of the Central share.
- The scheme will focus on upgrading 1,000 government ITIs[C1] [a2] using a hub-and-spoke model, featuring modernized, industry-aligned courses.”
- The scheme aims to transform existing ITIs into government-owned, industry-managed centers of excellence for skills development, in collaboration with State Governments and industry.
- Over the next five years, 20 lakh youth will be trained through courses designed to meet the human capital needs of various industries.
- The scheme will focus on aligning the local workforce supply with industry demand, helping industries, including MSMEs, access a pool of employment-ready workers.
- It will adopt an industry-led Special Purpose Vehicle (SPV) model for an outcome-oriented implementation strategy, setting it apart from past efforts to enhance the ITI ecosystem.
- Upgrading infrastructure to enhance Training of Trainers (ToT) facilities at five National Skill Training Institutes (NSTIs) located in Bhubaneswar, Chennai, Hyderabad, Kanpur, and Ludhiana.
- Additionally, Pre-service and in-service training will be provided to 50,000 trainers.
- This initiative aligns with India’s goal of becoming a global manufacturing and innovation hub.
- It will create a steady pipeline of skilled workers to match industry demand, addressing skill shortages in high-growth sectors such as electronics, automotive, and renewable energy.
