Context: The Uttar Pradesh government has registered the highest number of unorganized sector workers, with 8.22 crore registered (as of 19th Dec 2024) on the Centre’s e-Shram portal, outpacing all other labour-intensive states.

- Uttar Pradesh: 8.37 crore
- Bihar: 2.96 crore
- West Bengal: 2.64 crore
- Madhya Pradesh: 1.84 crore
- Maharashtra: 1.73 crore

- The E-Shram Portal is a flagship initiative by the Government of India aimed at supporting and empowering the unorganized workforce, which is a critical pillar of the nation’s economy.
- Launched: 26th August 2021 (by the Ministry of Labour and Employment)
- E-Shram has been integrated with the UMANG mobile app, allowing unorganized workers to register and access services on the go.
- Twelve schemes from various Central Ministries/Departments, including Pradhan Mantri Surakhsa Bima Yojana (PMSBY), Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY), Ayushman Bharat – Pradhan Mantri Jan Arogya Yojana, Prime Minister Street Vendors Atma Nirbhar Nidhi (PM-SVANidhi), PM Awas Yojana- Urban (PMAY-U), PM Awas Yojana- Gramin (PMAY-G), Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) have been integrated with the e-Shram portal.
- It is Integrated with other portals like the National Career Service (NCS) Portal, Pradhan Mantri Shram Yogi Maandhan (PM-SYM), Skill India Digital portal, and myScheme portal to provide one-stop labour services solution.
Objectives of the E-Shram Portal:
- Create a centralized database of unorganized workers for better policy implementation.
- Improve access to social security schemes and benefits for workers in sectors like agriculture, construction, domestic work, and street vending.
- Provide job matching and skill development opportunities.
- Strengthen labor market resilience by integrating unorganized workers into the formal economy.
- Promote financial inclusion through direct benefit transfers and digital payments.
Features of the E-Shram Portal:
- Universal Account Number (UAN): Registered workers get a UAN linked to their Aadhaar for easy access to benefits.
- Single Registration Process: Simple registration with minimal documents like Aadhaar and bank details, with self-registration available for beneficiaries.
- Multilingual Support: Available in multiple Indian languages, ensuring accessibility for workers from all regions.
- Grievance Redressal Mechanism: A helpline and support system to address workers’ queries and issues.
- Integration with Employment and Skill Opportunities: Workers can access job opportunities, skills training, apprenticeship programs, pension schemes, and state-specific schemes.
- Family Details for Migrant Workers: Captures family details to provide child education and women-centric schemes for migrant workers.
- Data Sharing with BOCW Welfare Boards: Data of construction workers is shared with BOCW Welfare Boards for better access to welfare schemes.
- Data Sharing Portal (DSP): Allows secure sharing of beneficiary data with State and Union Territory governments to target social security and welfare schemes effectively.
