Context: Recently, the Department of Posts has released a comprehensive policy document DHRUVA (Digital Hub for Reference and Unique Virtual Address), to lay out the framework for a national Digital Address Digital Public Infrastructure (DPI).

DHRUVA Policy

  • The initiative aims to recognise address information management as a foundational public infrastructure, vital for effective governance, inclusive service delivery, and enhanced user experience.
  • It seeks to foster a collaborative ecosystem in which public and private stakeholders co-create user-centric solutions built on a secure and trusted digital foundation. 
  • It was introduced on the lines of DIGIPIN (Digital Postal Index Number).
  • This policy defines the framework for a national Digital Address Digital Public Infrastructure (DPI).

Key Features of DHRUVA

  • Establishes a standardized, interoperable, and geo-coded digital addressing system
  • Facilitates secure, consent-based, and seamless sharing of address data
  • Introduces the concept of Address-as-a-Service (AaaS), enabling:
    • Secure address data management
    • Efficient interactions among users, government entities, and private organizations.
