  • Recently, the Ministry of Panchayati Raj released the comprehensive Devolution Index Report, at the Indian Institute of Public Administration (IIPA) in New Delhi.
  • The report titled “Status of Devolution to Panchayats in StatesAn Indicative Evidence-Based Ranking 2024” marks a significant milestone in India’s efforts to empower Panchayati Raj Institutions (PRIs).

About the Devolution Index

  • The Devolution Index, based on thorough research and empirical analysis, offers insights into the progress of decentralization across States and Union Territories.
  • Going beyond conventional metrics, the Index evaluates six critical dimensions:
    • Framework
    • Functions
    • Finances
    • Functionaries
    • Capacity Building
    • Accountability of the Panchayats
  •  The Index specifically evaluates the autonomy of panchayats in making and implementing independent decisions, reflecting the essence of Article 243G of the Constitution.
  • Article 243G, empowers State legislatures to devolve powers and responsibilities to Panchayats across 29 subjects listed in the Eleventh Schedule.
  • It serves as a tool to strengthen cooperative federalism and local self-governance, helping States identify areas for improvement and adopt best practices for more effective Panchayats.
