Context:
Recently,the Union Cabinet approved the One Nation One Subscription (ONOS) initiative, to provide centralized access to research articles and journal publications for government higher education institutions and central government R&D laboratories.

- Higher education institutions (both Central and State) and Central Government R&D labs, covering over 6,300 institutions and 1.8 crore students, faculty, and researchers.
- The subscription will be coordinated by INFLIBNET (Information and Library Network), an autonomousUniversity Grants Commission (UGC) center.
- It will enhance access to quality research, foster innovation, and support the National Education Policy (NEP) 2020 and Viksit Bharat@2047 goals.
- It will open access to scholarly journals, promoting research in all disciplines, including in tier 2 and tier 3 cities.
- The ANRF (National Research Foundation) will monitor the usage and publications of Indian authors.
- A unified portal will be created for institutions to access the journals, supported by Information, Education, and Communication (IEC) campaigns to maximize usage.
About One Nation One Subscription (ONOS)
- The initiative aims to consolidate subscriptions to academic journals and research publications for government institutions and R&D laboratories in India.
- Under ONOS, access to these journals will be available for all through a single, centrally negotiated payment, replacing individual subscriptions by institutions.
- In 2018, India spent about ₹1,500 crore on journal subscriptions, with additional costs for databases like SCOPUS and Web of Science.
- The ONOS initiative will help reduce these expenses by consolidating subscriptions and may also include concessions on fees for authors publishing in open-access journals.
History:
- ONOS was recommended in the Science, Technology, and Innovation Policy 2020 to promote knowledge-sharing.
- The plan was developed through consultations in 2021, followed by negotiations with major publishers like Elsevier and Springer Nature.
- A core committee, chaired by the Principal Scientific Advisor, oversees its implementation.
Implementation:
- The implementation of ONOS is managed by two committees:
- Planning and Execution Committee (PEC): Responsible for developing the implementation strategy.
- Cost Negotiation Committee (CNC): Handles membership terms and subscription pricing.
